Just after the Blink fork, a series of incidents took place in which Chromium engineers extrapolated from vaguely positive-sounding feedback in standards meetings when asked about other vendor's positions as part of the Blink Launch Process. As a way to avoid over-reading tea leaves in the absence of more fullsome co-design, the "standards position" process was erected in WebKit (and Gecko) so that Chromium developers could solicit "official" positions in the many instances where they were leading on design, in lieu of clearer (tho long invited) engagement.
